All of these answers are my personal opinions only. I occasionally mine in a Hulk in hi-sec. Others may agree with some or none of this.

You can definitely mine solo. Opinions vary, but IMHO anchored, secure cans are not the way to go. They are simply not big enough. Mine into a jetcan, dock, return in a hauler to retrieve it. Wear the risk of ore theft, and reduce it by mining in quiet systems. Ore theft is a cost of doing business as a solo miner. Don't engage the thief, suck it up, move on.

If you're mining solo, and particularly if you're not in a position to call in any protection at short notice, hi-sec is the way to go. Furthermore, suicide-ganking of lone mining barges is not at all uncommon. Gankers will sacrifice a cheap destroyer or similar just to try and loot your vanilla Strip Miner Is. (I've been there, though unfortunately I was packing Modulated Strip IIs. That was one happy ganker.) If you can't afford to lose your barge, then it's the higher-sec the better, as CONCORD might appear in time to save you.

I guess this largely depends on whether you're going to mine into a jetcan, and how big an industrial you can fly. My Occator with some cargohold expansion can hold more than three times the volume of my Hulk.

That might just be due to a temporally local mismatch between ore and mineral buy orders. Mineral orders fluctuate constantly, and you might have just got lucky. Ore should usually sell for less than its component minerals. The best way to work out which low-ends to mine would be to check all your local prices.
